The Book of Order for the Presbyterian Church is clear as to how delegates are to vote. We do not emply a representative form of government. Delegates may and should take into account the concerns of their fellow presbyters, but ultimately must attend to the business of the day, prayerfully reflect upon what is presented, and then vote their conscience.
